The rule
a written contract and the question of outside Quebec: You may entrust information to a provider without the client's consent if it is necessary for its mandate, provided you do so in writing and state in the contract the measures that protect confidentiality (art. 18.3). Before information is communicated outside Quebec, a privacy impact assessment (évaluation des facteurs relatifs à la vie privée) is required (art. 17).
